Carol A. Gardner, CPA

Carol Gardner is a Certified Public Accountant with almost three decades of experience. She was recruited by TEDc (Tacolcy Economic Development Corporation) as Chief Financial Officer after just three years in public accounting, and in 2002 became President of the company and its subsidiary, Tacolcy Property Management Corporation (TPMC). Carol possesses a wealth of knowledge about project structuring, joint venture financing and resources within the economic development arena. She has developed over $140 million in new affordable housing, and under her leadership, the organization has become one of the leading minority non-profit corporations in Florida.

Chief Financial Officer

Heidi Rigby

As Chief Financial Officer, Heidi Rigby manages day-to-day finances for TPMC and TEDc. Areas of emphasis include payroll, banking, and maintenance of investment accounts for the corporation, and she directs and oversees all accounting, tax and audit functions. Heidi’s strong background in accounting includes financial and cost accounting, budgeting, analytical forecasting and financial reporting. She also prepares corporate and partnership tax returns, budgets, cash flow, and financial reports. Her role has expanded to include Human Resources duties, including but not limited to hiring of staff and maintenance of employee files. She also writes detailed policies and procedures for each area under her governance.

Regional Property Manager

Josephine J. Mnkande

Josephine Mnkande has served in upper divisions of the corporate property management field for over 20 years; primarily involved in managing high net worth multi-family assets and organizing new acquisitions. As the Real Estate Portfolio Manager for TEDc, Josephine manages multiple TPMC properties—resolving tenant issues, supervising the preparation of legal documents, and negotiating contracts. Her focus is on maintaining 100% occupancy, developing new modalities for increasing Net Operating Income (NOI), and working to enhance funding streams through increased rental income. Her consistent, invaluable efforts have propelled many of TEDc's ventures and acquisitions into development.

Construction Manager

Miguel Zaldivar

In 2017, Miguel Zaldivar joined TPMC/TEDc as Construction/Facilities Manager with responsibilities ranging from negotiating contracts to preparing budget analyses and costs/needs assessments, coordinating construction schedules, executing relocation plans, and investigating reports of dangerous work/property conditions. His portfolio includes the oversight of construction, maintenance and safety compliance, and hiring/supervising of personnel while developing procedures and programs to keep them at optimum operation. Miguel is a State Certified General Contractor (CGC1528486) and an Authorized Instructor with OSHA Subpart L Safety Training: Suspended Scaffold Competent Person Certification.


James Paulk Jr.

As Accountant with TEDc since 2019, James Paulk Jr. brings equally strong mathematical and managerial skills to the team. His deductive reasoning and problem-solving abilities have been an asset as he supervises the company’s financial operations: preparing financial records and statements, data collection and management, analysis and consultation, ensuring regulatory compliance, and guiding accounting clerical staff. He also oversaw the successful rebranding of both TEDc and TPMC, putting to good use his experience in developing creative strategy and his exceptional grasp of marketing and customer service principles.
